Carpet around Flourboards Needs Help

Our home is about 35 years old. We have cream colored carpet, and a fireplace. After the first year or so, we stopped using the fireplace because the chimney seemed too short to draw the smoke up properly. A black film covered all exposed glass like televisions and picture frames. We got all that cleaned up.

One thing we are having problems cleaning is a black sooty looking mess on the carpet at the bottom of our baseboards. We have had problems in the past with the heating/AC ducts being disconnected under the house, and we think that the soot might have been at least temporarily pulled through loose joints like the floor/wall connections, thus staining the carpet in those locations. We have vacuumed and vacuumed but it won't come up.

Could you offer any suggestions for cleaning these stains? Thanks!
