Can you weather stripping metal windows?

I have old single pane aluminum windows. They are cold & drafty. And condensation is a major problem with the associate mold/mildew. I live in the SF Bay area so humidity is a problem generally anyway. Are there ways that I can weather strip these at all or other things that might improve the insulation value. Should I use the plastic sheeting? We have days that change temperature so often that some days we want to open the windows so wrapping the plastic over the whole window doesn't seem like it would work. But what about the kind that sticks to the window pane? I'm worried that foam stripping at the bottom would just get full of water and become a mold/mildew trap. Ideas?
