Blow in insulation in attic above garage?

My MIL's one level home has blown in insulation in the attic everywhere except above the garage. Her neighbors (55+ community of patio homes) say they suspect its only because the builder cheaped out. My husband wonders if the garage ceiling joists being 24" on center instead of 16" like in the rest of the house has anything to do with the builder not wanting the additional weight of the insulation. Thoughts?

Hands,

I doubt it. Insulation is not that heavy. If it is not code, and they the builder can save money, they will do everything possible on the cheap. Most homes in most areas are not required to have insulation over the garage, since it is considered a non-living space. The rafters being spread further apart will only affect how much weight it can hold up, such as the roof or floor above. Again, this is another section of code that is not required to be 12" or 16" spread. So the builder used about 2 fewer rafters over the span of the garage.
