Basement walkout drain...


Just purchased my first house and have a few questions about the walkout drain.

1. The drain cover at the base of the stairs is removable, so I moved it to find a big hole in the ground. There is a PVC pipe that seems to run under ground somewhere in the back yard. I know this is for when it rains, the water goes down the stairs and falls into the pit and then runs down the pipe so the water doesn't go through the door and flood. Should this pit have rock on the bottom of it? Looks like some dirt as gotten in there from the stairs. Should I dig out some of the dirt and fill the bottom with some rock?

2nd could I put a sump pump either in the pit next to the pvc pipe or on top of the drain cover?
