Basement concrete floor

I am trying to redo my damaged concrete floor I pulled up vinyl tiles and was left with a black cutback adhesive, which is solid and hard to remove. I can't use solvents for fear any thing else i put down will not adhere such as porcelain tile. The people who put down the tile 40 years ago and had hydrosatic (water table) because of the problem they put extra adhesive in the end of basement where the problem was. I am thinking of grinding the concrete and applying adhesive but I know residue will still stick. Is there any one out there who has had any experience with applying thin set mortar over that type of adhesive, so far I can't get any one with a powerful grinder
that would do the job.
