Baseboard heating issues

hello all,

so so it’s about 10 degrees out and my heating system has waited until now to give me a problem. I have hot water baseboard heating in my home and is broken into 3 zones. All of my zones work fine, but one of my bedrooms is not reaching what the thermostat is calling for. My thermostat is set to 70 but it is struggling to stay at 68 in that room and as a result all the other rooms that are part of that zone are getting continuous heat and burning through my oil like crazy. The room that has the thermostat baseboard heater is only getting hot through half of the baseboard and then is cold from the mid point to the end.

What could be causing this? Is it as simple as bleeding that heater from the bleed cap? There is also a dripping sound coming from it, but no visible leak
