Attic insulation
Tom Marenda

I recently purchased a home.In the attic the previous owner insulated the roof rafters. He left a gap between the roof and the insulation and covered the bottom of the rafters with tar paper. He also vented all the eaves with vents. I know your not suppose to insulate the rafters, but the way he did this it seemed like he mimicked an insulated cathedral ceiling. I ripped down a piece of the tar paper and inspected the plywood of the roof. This seemed OK. The tar paper was very dry. Like it was up for quite sometime. The plywood looked normal. I don't know what to do.
Should I rip it down or leave it alone?
Another puzzling thing was the house was locked up during the sale processin the summer but every time I went into it it was very cool inside. Wsa this because of the attic insulation?
What would you do
