attic insulation

I have a house that is 17 years old. I have owned it for 5 years now. I was looking at the insulation in my attic. I have blown cellulose insulation. It measures between 8 and 9 inches and appears fairly settle. I do not see any areas that look wet. I am just wondering if cellulose insulation has to removed and replaced every so often.

No , as a rule there really isn't a need to replace it. The only time I've seen blown - in cellulose in need of replacement was 40+ year install that had been wet from a leaky roof over the course of 40+ years.
In this case if the tops of the joists are exposed I would recommend just having more cellulose blown over top -- say about 4 inches.

Be careful when adding more insulation if you choose to add cellulose. Cellulose is much heavier than fiberglass. I have seen homes where to much cellulose was added and after many years of the additional weight, the ceilings have a slight bow to them
