Attic - Do I need baffles?

My attic insulation is probably 50 years old, crumbling away. A few questions:
1) I am looking to blow insulation in and am getting conflicting information about baffles. I have no eaves on any of the roof lines, instead gable vents on each end of the attic, a mushroom fan with a thermostat, and an attic fan (that we never use but has louvers). I am assuming this means there is no need for baffles since there is no air flow from where the walls meet the attic. Is this true?

2) do i need to box out all of the fixtures (high hats, electrical connections) and avoid them with the insulation?

1- you are correct

2- it depends on the fixtures. if they are IC or insulation contact, then no. If they are not, or you are in doubt, then make the pretty cones that rise above the insulation.
