attaching hydronic baseboard heaters to cement walls

I have removed the cover(shell) from the hot water baseboard heater and need to install a new one. What is the best way to attach the covering to the cement wall (hopefully without drilling into the wall and setting anchors)?

By drilling into the wall and setting anchors. If you have other areas attached to concrete, pull the covers of those and see how they are attached.
