Adding a banister?

Our new house has a short wall about 3 1/2 feet tall to divide the dining area from the stairs going to the basement. The problem is our young children climbing on it. We'd like to make the wall higher or add a banister to prevent any falls, or even start over with a new banister that is taller. But how can we do it to make it look good? Any ideas?

A full-height wall would be, in my opinion, the most attractive solution. Rails higher than 36" look unusual, and balusters that extend to the ceiling cry back to the '80s. Hope this helps!
