3-legged Metal Gadget- Help!

This unknown metal gadget is pictured next to a 7" dinner fork. The 3 legs allow a screw or bolt to be countersunk in the holes, the "key" shaped top is threaded, and the circular center is gimbaled. It is estimated to be between 75 and 100 years old. Any help in it's identity would be appreciated.

Was this found in a kitchen area or boxed with utensils? My first thought is that it may be a gadget for corking homemade wine.

Thanks, and indeed there was a small grape vineyard tended by my ggrandfather in the late 1890s so you could very well be correct in that this gadget is a corker for homemade wines!
