240V Wiring Connection Question

I am in the process of wiring a 240V duct heater. From the 90A breaker in the panel, I was told to use (by the HVAC installer) 3/#2 1/#4 AL wire from the panel to the junction box. At the junction box, there is 3 copper leads with terminal lugs - 2 hot, one ground. My question is the neutral connection? The duct heater does not appear to have a neutral terminal inside to connect to.

Tell me about it - the whole unit should hook up like a sub panel, but I can;t seem to find a neutral, and the electrician who hooked up the copper only ran three leads - 2 hot and 1 ground. It supposed to run back to the main and connect to a double pole 90A breaker. I guess I'll wait til monday.
