1891 Basement Issues

Hello Everyone! 

First post here, loving everything I've learned so far. I have recently purchased a 1891 farm house style home. Exterior is vinyl. Basement is a old stone foundation.

My big issue right now is with the basement. It is a storm cellar style basement, with no access from the house itself. There are three windows. All of which seem to be fairly original. They let it water. The previous owner has insulation in front of them, blocking off all light from the basement. Its very humid down there and smells like you think it would, musty. I have a dehumidifier running right now. 

My question is what to do about the winows. I have had a couple of opinions. One is to just take them out and seal up the area. Another is to replace them with glass blocks with a vent to allow some air movement. 

Any advice?
