The Town: Facing an aging population, Loup City is trying to recruit young individuals and families to central Nebraska by offering free lots to build houses. The city, which boasts a nine-hole golf course and plenty of fishing ponds, is about 147 miles west of Omaha.

The Deal: The lots are located in a subdivision that's already equipped with basic amenities, including streets and sewers. The first phase includes six lots, three of which are for lower-income workforce housing (lots cost $500); the other three will be for market-rate housing (lots cost $1,000).
