The Associated Press reported in an article on Saturday that the weatherization program that is part of the American Recovery and Reinvestment Act is not taking off as quickly as President Obama had envisioned.

The purpose of the program was twofold: To increase the energy efficiency of the existing homes in the country and create jobs in the field of weatherization.

Weatherization is a growing field that an increasing number of contractors are entering, especially given the promise of $5 billion in Federal monies.

The article says that money has been slow to arrive at the state level and that many states don't have the agencies in place to use the huge amount of dollars. Minnesota, for instance, used to have an annual weatherization budget of $9 million. Stimulus package money increased that funding to almost $131 million.
